Summer / Autumn Newsletter 2008.After years of trying, we have now secured sufficient funding from North Yorkshire County Council for Filey School to build a new dining room. When completed it will be large enough to supply all the children with a warm lunch. For years because of lack of space most of the pupils of year ten and eleven, have had to seek their lunch in the town, a poor alternative during the cold wet days of winter. Now hopefully soon it will be different.
During the last few weeks of July and August, you may have seen a large number of white signage notes, with arrows written on the town inner roads and pavements. And if you were up and about very early each morning before the traffic started, you wll also have seen the Tarmac lorry's, and rollers filling in all the cracks and holes in the road and pavements. This is still in progress as I write; so there is still time to ring me on tel. 513398 if you think we have missed any. Just leave a message as many of you do; if I am out.
As your County Councillor I am here to be of service to you, because County is responsible for 85% of all our local government services. Schools, Libraries, Social Services, Social Care such as The silver Birches, or personal carers. As well as Road Traffic signage, and road and pavement renewal.
Nothing however is left to chance! I usually drive or wander around the town on a Sunday morning to see if anything is out of place. And people are very good in Filey, you will always give me a ring to say "did you see such and such"?
You may have seen in the papers I was appointed Chairman of the County Councils Winter Maintenance Review. During which we spent nine months, and thirty meetings talking or writing to everyone of the 700 Towns and Parish Councils across the County. Our western county border is only 9 miles from Morcambe Bay to Filey in the east, big isnt it; the largest county in the country. Our final report was well received, and addressed many of the problems which we all have encountered over the years.
It is a surprise to me to realize that I have now been a Filey County Councillor for over five years. It is a big job, and to do it full justice I am glad I am retired. These days apart from August I usually spend two days a week in County Hall, Northallerton, sometimes three. It also takes a long time to get to know everyone; officers, engineers who are able to help with our Filey problems. I am sure you know, knowing the right people certainly speeds up the solution process. So please keep in contact with me.

Winter Newsletter 2007/2008
Parents and pupils of Filey School finally got to see their end of school year concert which was flooded out in July; at Christmas time! Which was enjoyed by all. Thankfully a school well dried out and much renewed of course, and seasonally disguised in Christmas wrapping. The choir and orchestral music were wonderful; but what a year! Congratulations to head of school Lorraine Gill, for her tremendous work with Consultants Jacobs, and County Contractors to have the school ready by September 3rd. Phew! Well done!
Funding and Orders where applicable for various road traffic changes have now been received, and will be going ahead in the next few weeks. These are Belle Vue Crescent with West Avenue Junction; merging traffic. Disabled crossing at the juction of John Street and Belle Vue Street. Extending the 30mph sign back down the hill from Filey school with vehicle activated matrix signs, and introducing a 40mph buffer zone from the Muston turn off on the A165 to the new positioned 30mph sign.
The turning area into the into the Evron Centre, at each end of the Concert Hall will be made wider for turning cars. And flood humps will be introduced into the entrance and exit to Filey School from Muston Road.
County are now seeking advice from Filey people with regard to the Murray Street Junction, considered many pedestrians to be the busyiest part of Filey, and dangerous to cross. Please write or e-mail at the above address.
The County Council has recently replaced many of our Street lights in Filey with new, wider spanning, less harsh lighting. Please note every light column has a number clearly embossed on the side of the post about head height. So if the light does not come on in the late evening, please ring the Filey Town Council Office Tel.514498 the next day to inform them, and they will email County. It can be very spooky when that happens

Autumn Newsletter 2007The relatively good weather of August seems to be holding with mainly dry and moderately sunny days. I think we feared the worst after experiencing the wet months of May, June, and July, and dreaded the pattern had been set for the rest of the year. But now we are enjoying the lingeringly-warmish days of autumn as a late but pleasant bonus.
But looking back it has been a challenging year, the Filey floods were horrendous. The heaviest rain lasting about an hour; many people said they had never witnessed its like before; and it caused such chaos.
At that same moment I was on my feet at county hall talking about free school meals when I noticed a buzz going round the chamber.
When I sat down the Chairman said "I think Councillor Cullern had better head for home because of flooding in Filey". So I left the chamber to phone my house keeper and was told I would not be able to get into the town, because the A165 around the town was two feet deep in water, so I stayed for the debate.I did get home eventually about 8.00pm, and the next morning I went straight round to Filey School because phone messages had said the damage there was very bad.. Jacobs; one of North Yorkshire County Councils main contractors was already there, and to our delight had the school working as normal by the end of the summer holidays, and a little later the swimming pool is being enjoyed once again.
However I am pleased to say that work is at last being started by British Water, to lay new 750mm piping, to alleviate flooding in Filey which hopefully will be finished by December 20th December. Later in the spring; piping will be laid between Cawthorne Crescent, Wharfedale, and Leyburn Place to also achieve better drainage and storage. We had a meeting of the Children's Centre Steering Committee on 27th September, bringing together the very best officers from all the agencies involved in child welfare, and always available to be of the best possible service to mothers and chidren.
The lights in the car park at the Infant School, and the access ramp will be completed by December 7th
So if you are a new mum just come into the Filey area, or to become a new mum soon, or a very young carer looking after a family member needing help. Please call in to see Kathryn at the reception of our Children's Centre in Padbury Avenue, Filey, and she would be delighted to see and help you.
On behalf of county I am heading a task group to carry out a detailed review of the North Yorkshire County Councils Winter Maintenance Service. Part of this review will be an indepth consultation with Parish councils and other main stakeholders, who we will be contacting this week to discuss the best way to do this.

Summer Newsletter 2007June 21st signals the beginning of summer; but today June 4th as I start this newsletter, the day is sunny but cold, with a northerly wind bringing mist from the north sea. I suppose we are all looking forward to this Mediterranean climate the scientists keep promising us.
In June I was asked to chair the meetings of the Filey Childrens Centre Steering Committee, which was established to assist North Yorkshire County Council, and Sure Start Scarborough.
The purpose of this committee is to develop and maintain the Childrens Centre for the good of the local community, according to the principles contained in the Government planning guidance, and has been facilitated by Sure Start as the appointed managing agents.
The new committee has an advisary role, and will consist of local family representatives, and most community-based agencies.Our plan is for the Childrens Centres to be a one stop shop for all family agencies, including Jobcentre Plus, Adult Learning, Parenting and Planning Support, and Health Visitors, Speech and Language Support,Family Visitors, and Childminder Coordinator etc.
So for all Mum's, and Mothers to be; please come and see Kathryn at the new Childrens Centre. And please remember you can register your baby's birth by appointment at the Filey Children's Centre, telephone 01723 360309.

A county report which I give every month to Filey Town Council are about road repairs, action taken; and other current matters which are the remit of the North Yorkshire County council.
But my report to the Filey Town Council Annual General Meeting April 23 2007 was an opportunity to cover the years more important subjects in depth
When I became a County Councillor four years ago the Filey population was approximately 6,300 people, now now it is nearer 7100. And if all the houses are built which Scarborough wants to build it could surpass 7500 next year, putting greater pressure on the towns services.
The County Council's Social Services, Social Care, and schools have this well in hand. But today I had a meeting in County with the Executive dealing with our Library Services. They too are now looking at the growing size of our population, and are looking into funding a larger and wider service in the future.
As citizens of the United Kingdom we all have rights and responsibilities, and one of our legislative rights is to have good schools, We have excellent schools in Filey. And last year we watched the building of one of the largest Children’s Centres in the country, next door to the infants school.
The centre was opened last September, and last month I was able to collect eight County officers for a site meeting with head of school Janet Wharrier, to look at all the items still needing attention. A second meeting is now being planned.
The Special Ramp for the disabled has now passed planning and will be built soon, Grass Reseeding, Extra lights, All work now at present in process.Someone said the other day, Schools? Children’s Centres? So what’s new!! Twenty years ago when I used to sit in the Bradford Magistrates Courts, the Children’s Centre was the missing piece of the jigsaw. Now they can keep young school children off the streets till Mum and Dad come home from work, and out of the Court Records.
The Courts Record of Criminal Offenders usually start in the Juvenile Courts with minor offences, often committed immediately after school. Tony Blair has recently said that early intervention with children identified in school, is the key to helping some families. Now The Children’s Centre will give wrap around care for all children from 8.0am in a morning with breakfast until 6.pm at night when the parents come home. This good work of the new Children’s Centres will take time to show up in reduced Court figures, but I am sure it will.
I started off by talking about our rights and responsibilities, and Recycling is our responsibility!
In the Budget last week the Chancellor said he will increase the Landfill Tax from April 2008 by £8 per tonne on all our household waste which goes to landfill sites. County had planned to recycle 75% of all our waste by 2013, now we will have do our calculations all over again if we are to avoid these new high penalty charges.
Now it is up to us to rise to the challenge. Paper, Plastic Bottles, Cans, Card and Cardboard can all be Co-mingled in the Blue Bin from September 3rd 2007. Or large flattened cardboard boxes by the side of it.You know we actually pay for all this packaging which we take home from the shops and Supermarkets! So now I am buying all my vegetables loose. And all these frozen dinners packed in plastic trays and boxes which is not doing my health any good, are now a thing of the past.
I am back to Good Plain Cooking for a healthier life style, which will reduce my residual "Waist" in the Green Bin, ready for the alternate collections starting in September.
Glass bottles will still have to go in the local skip, and all Green waste in the Brown Bin or special plastic bag.We all have to do this; otherwise we will be paying Billions in government penalties, which will all go on the Council Tax

Autumn 2006 & Winter 2007 NewsletterThankfully the warm weather is staying with us; The beautiful autumn colours appeared in mid November stayed much later than last year; and now in early December temperatures are holding up very nicely to shorten the winter. Wouldn't be nice if we could say this autumn weather lasted through to spring.
Our weed budget for weeds growing on the paths and in the gutters has run out for this year, but we were able to give a last spray in the town to keep the weeds down till early april, when we can start to spray again.
At last the old Gas Showrooms is being demolished, we must make sure the area is left clean and tidy for spring.
On Scarborough road aproaching The Croft Junction We will paint a large "SLOW" signs to raise awareness of possible adjoining traffic around the bend.
We are aware of the two feet drop at the end of Claremont a continuation of Cromwell Avenue. This drop is dangerous, and steel railing are being made to rail off this area.
Many residents were worried, in fact very anxious about the proposed plan to build 300 new houses on Muston Road opposite Filey School. Sewage and surface water drainage was sited by residents as one problem. A second major problem would have been the exiting of at least 200 commuter cars every morning, trying to get passed two schools; the Senior and Infants Schools at school time on narrow roads such as Coxwain Close. I was able to show these problems to two Councillors on the Scarborough Planning Committee, and both agreed.
Both Scarborough Road and Muston Road will have 40mph buffer zone before the 30mph zone.
Just a reminder the bus pull in outside the Infants School is not for parking parents when collecting children. notices will be posted to ask parents not to park there.

Summer Newsletter 2006Well summer took a long time to appear, but when it did; Wow! here at the coast we have experienced 28 degrees which is hot! Well done, Inland they are experiencing over 30 degrees which could be too hot for us maritime dwellers. The town is busy and the shops appear to be doing very well, let us hope this weather continues well into autumn.
THE OLD GAS SHOWROOM
Following communication between Scarborough Bororough Council and Somerfield Stores Ltd. Somerfield Stores Ltd has now agreed to tidy up the building, and its surrounding area. The town needs this to be completed urgently because we are now receiving our summer visitors. We will pay close attention to this matter.THE NEW CHILDRENS CENTRE
Is progressing well, I have now received a copy of the list of unfinish work relating to the School Grounds from Mrs Wharrier, which needs attention before the school opening time in early SeptemberROADS & PAVEMENTS
Roads at present being resurfaced are Harewood, Rivelin Way, Collingham way, and Clarence Drive. Four new Dropped Kerb Crossings are being built in the town. After the holiday season we will reconstruct local lengths of flagged footway in Murray Street, and Belle Vue Street. Phase No.1 Safer Routes to School. Traffic Lineage and signs will be improved outside the Junior School, and hopefully a 20mph speed limit will be obtained.
Large 4x4 Landliners are making the steady flow of traffic at the sea end of Rutland Street impassible so we are considering this section of Rutland Street for parking on one side only.Best wishes

Spring Newsletter 2006Spring is a little late this year, even the snowdrops were confused, they started flowering weeks ago before the snow, and are still flowering now. And as on the 25th March; the Filey daffodils are only now starting to bloom. But the clocks have changed, its warmer and spring is starting spring.
BENEFITS.
Money with your name on it; that is the message which North Yorkshire County Council is saying to thousands of older people who are failing to take up their entitlement for Council Tax and other Benefits. Sadly only four out of ten older people take up this Council Tax benefit. You may qualify for Pension Credit as well. So please, please call in to see your Citizens Advice Bureaux, Evron Centre, Filey, on Mondays between 10am and 12noon. Or please telephone Age Concerns on Tel. 379058 or 581838. Changes have been made recently, allowing more pensioners to benefit.ROADS
The road leading up to St Oswalds Church has pot-holes in the gutters which will be corrected very soon. So please watch your step walking the Country Park gravel path when crossing the St Oswalds Church Road. Thanks to Mr Glover for the news.
The main entrance to the Bus Station is also deeply rutted. We have made arrangements that this whole section crossing the footpath, will be cut out and renewed
Planning for 279 houses opposite Filey School, Muston Road is now on the drawing board, and will now incorporate new plans for the school layby, which will have a new path to the school crossing. These plans however will not affect the urgent need for the 40mph buffer zone, and the 30mph sign lower down Muston Road which will go ahead urgently.
Thanks to Mrs F E Wallis for drawing our attention to the slippery slope to Church Ravine Bridge area in wintry weather. A new sand bin will be placed by the bridge, and Filey Town Council have made arrangements with Scarborough that sand will be spread in wintry conditions.The new £27m A165 Filey road into Scarborough has now been given conditional approval, full approval will be given when the final budget and time table are in place. This new road into Scarborough will be built away from the sea cliff and will run at the back of Osgodby reservoir where there will be a Park & Ride site into Scarborough.

Winter Newsletter 2005/2006
Congratulations to two students in Filey School, Melissa Hancocks, and Jenny Smith who produced winning posters for the northyorks.gov.uk/iffy website. Students from five schools competed, and Filey is very proud of our two local winners.
These winning posters have now been printed into bookmarks, and large wall posters, and will be sent to every school and library across North Yorkshire to promote the "Information For Families and Youth" website.
Many thanks to Councillor David Murton and Councillor Ken Leathley who have recently become School Governors of Filey Infant School.
The North Yorkshire County Council has agreed an increase of 4.9%. County provide 85% by value of all our our local government services. This is a low increase, but for persons on pensions please find out if you should be paying less Council Tax. Council Tax Benifit could help pay some of your Council Tax bill, so please ring Age Concerns 01723 379058, or 581838 they will be pleased to help. Please ring now.
I am receiving many questions about the dilapidated state of the old gas showrooms. Standing in the centre of Filey, it does give the appearance of a town in decline. I have written to Scarborough Planning Services and will keep you informed
Street pollution? or legal naivety? Filey residents point out there are 25 road traffic signs close St Oswalds Church, Filey, which is the the more rural part of a rural town. Street polution yes! Legal naivety? Well can we expect motorists travelling between 25mph to 30mph, to read and absorb all that traffic information, which we are required to understand! To drive safely! A few of my residents are saying No! Today there are too many signs. There should be a less number of signs, each having a much shorter comprehensive message.

Can you honestly believe how fast this summer has gone! I was reading a newspaper article forecasting a cold winter, and suddenly realized autumn was already here.
Recycling household waste! "Recycling" is one of the most important words of this decade. There is a nation wide initiative to reduce the demand for primary materials, which are becoming scarcer throughout the world. We must reduce our demand to cut down trees for the production of paper, and reduce our need to quarry primary aggregate for roads.
We must slow down our need to mine our diminishing stocks of iron ore,
and coal, by recycling our metal cans and tins, and not just throw them
into the bin, to end up in land fill sites.
Today most of our paper, metal cans, quality plastic, and glass are
being reused. Bottom ash from incinerated waste, glass, plastic, iron
and steel slag, demolished buildings, old kerbs and flagstones, and
rubber tyres are all being used to build and resurface our roads.
Garden waste is being converted into humus for our parks and gardens,
and hopefully soon everything, every waste item known, will be recycled.
Everything will be reuseable, hopefully it will save our planet,
and hopefully ourselves from drowning in our own waste. On behalf of
our County and Borough thank you so much for sorting, so we can recycle.
Thinking about our roads, next year we will be placing more dropped kerbs around the town for the disabled in wheel chairs. But this time we will pay particular attention to joining up routes to the shops for the mobile disabled scooter drivers. We will be placing them along Cawthorne Crescent to join up with Muston Road and into town. If you have other routes, which you would like us to look into please let me know.
By next spring people who are over 60, and those with disabilities,
will be entitled to free bus travel throughout North Yorkshire. To

Work will start on the new Children's Centre in Filey on 21st November,
and should be completed by end April 2006. The new centre will provide
a wide range of services combining childcare with education from 8am
to 6pm. There will be childminding, parental support, health services,
and a Job Centre advice within the centre.
Some children are more vulnerable than others, and one of our County
Council's new initiatives will be to provide more help for children with
autism, and children with behavioural problems.

Summer Newsletter 2005
Miraculously the Summer Solstice June 21st has dramatically changed the weather. Now it is hot through the day, and lovely and warm in the evenings, which we always associate with this island home of ours. Let us hope it will stay for the summerInfants School County are organising a drop-in information session on Wednesday 29 June running from 9.30 to 5.30pm at the Evron Centre, to reassure parents about the before after school care arrangements from September, and the range of services that will be offered in the new Childrens Centre. The plans of the new Centre will be on view, and the Children's Information Service will be available to offer information and advice on a range of childcare issues.
Building starts on the new Childrens Centre in September, and should be completed in the spring, during which the temporary arrangements will need to operate.
If you need out of school care from September for your children, please help us to make sure the provision meets your needs by filling in the attached questionnaire, which parents will be receiving this week, and returning it to your child's school by Friday 1st July, or send it to Julia Lowery at the address given.

SCHOOLS.
Junior School
The Area Committee of December 16th 2004, passed
a much needed "No waiting double yellow line area" in West Road
opposite the Norman Crescent junction. This will be completed soon,
allowing the School Bus driver clear access to turn.
Senior School.
The nearby lay-by will be resurfaced, and we
have applied for a pedestrian footpath from the lay-by to the School
Crossing. Old Muston Road, which is an adopted road, will be
resurfaced allowing better westward access from the lay-by. A plan to
extend the 30mph limit, with a 40mph buffer zone starting lower down
the hill, is now going through consultation.
Flashing School Lights have been requested at the approaches to the
School, and waiting will not be allowed on both sides of the road. Most
important; SCHOOL signs have been requested which we have never
had before!
Infants School
North Yorkshire County Council has said plans are being made to
continue "Out of School Care" after September when building the new
Children's Centre starts. They promise that charges will remain low.
Urgently needed now are the traffic markings around the roundabout,
and the "No Waiting" double yellow lines along Clarence Drive and
Padbury Avenue, these are now passing through consultation.
DROPPED KERBS. New Dropped Kerbs and Tactile Paving, are being
laid
as a continuous process, Filey Town Council has prioritised a list for
work to be done, and your thoughts are also welcome.
STREET LIGHTING. Clarence Drive Tunnel under the railway. New
lanterns are now being produced and the final work is being assessed
on April 13th so should be working by end April.
AMENITY WASTE SITE. There is a strong possibility that a new
Super Market will buy the land set aside for this purpose, This same
possibility also applies to the reports of high shop prices, which
hopefully will be academic when this sale goes ahead.
TREES. When trees are removed from housing estates because
of age or danger to the public they will be replaced by shrubs.
ROADS AND PAVEMENTS.
All the roads in Wharfedale will be resurfaced by July. And we will
continue resurfacing the pavements. We will resurface roads Hallam,
Doran, Cooper, Hindle, and Wellford Road in May/June, as well as
taking up many of the flagged pavements which have now become very
uneven, to be replaced with tarmac.
As I have a bit of space left! The last two years have just shot by;
A busy time and fruitful too, Not everything goes perfect, sometimes
its a bit of a compromise as well! I can report that I have received
over a hundred calls from yourselves a year, and between you and I we
have accomplished quite a lot for the community, That's how it works!
You tell me, and I know a man who can hopefully solve it. It's a big
field to cover, but you are touching most of it everyday. Social

Winter Newsletter 2004/2005
Just as the picture indicates, good governance is all about communication, listening to what you the people have to say, and keeping you informed. Recently I was asked to join a small task group in County Hall on Corporate Governance to determine how councillors can best serve the community.
This newsletter is one way of keeping in touch with you, and
you contacting me is another. If you have any problems, or need to know
details on any
matters relating to Social Services, Social Care, Schools, Business,
Library Services, Roads & Pavements, Traffic, all county matters
please contact me.

and hopefully I will always know where to look to find the answer.
Filey Boys and Girls Sports Club have been awarded a grant of £10,000 by North Yorkshire County Council to purchase and develop playing fields for football, and other grass sports.
The North Yorkshire County Council's library and information service, has just been awarded two stars (good) within just two years following an inspection by the Audit Commission.
Since my last newsletter, the new current remedial work on our streets is as follows.
Church Ravine Footpath, Due to Landslip
we are diverting the footpath. End March.
Station Avenue,
Local carriage way repairs near Chapel Street Junction.
End March.
Muston Road Flooding; more flood relay
curbs are being fitted across accesses. End February. Also the footpath
will be resurfaced between Clarence Drive and Grange Avenue
May/June.
Station Avenue, outside the Garage.
The footpath will be made more level. February.
Wharfedale. Footpaths will be
resurfaced in Linton Close,
Cawthorne Cresent, Whiston Drive, Whitkirk Place, Pasture Crescent,
May/June/July.
Also in Wharfedale and in other parts of
the town, we will continue
to aid mobility by lowering many curbs and adding tactile pavement. I
have a list if you would like to have details.
Belle Vue Street The new one-way system
along two thirds of this street will be implemented after the
May-Bank Holidays
Filey Infant School Plans are almost
complete to commence building the new Childrens Centre
adjacent to the Filey Infants School, providing wrap around care
and Breakfast-Club from 8am to 6pm. Building should commence in September
Filey School Building Work had started on the new classrooms at Filey School, just as the wonderful news was received that Filey School had achieved its bid to become a Specialist Technology College. Congratulations to Head of School Mrs Lorraine Gill, Chair of Governors David Wilson, and to all the members of staff.
